PUT
/Organizations/{orgId}/licenses/{licenseId}Changes the number of seats on a subscription license and invoices the proration immediately. Requires OrganizationAdmin. Licenses managed by BackOps, non-subscription licenses and locked subscriptions are rejected. When the change needs further payment action, the response carries a RedirectUri to the hosted invoice; otherwise it is a 204 with no body.
