POST
/organizations/{orgId}/licenseReservationsHolds a license seat for an email address that has no account yet; the reservation becomes a real seat when that person signs up. contextType is Org (contextId is the organization id) or Event (contextId is the event id). Requires OrganizationAdmin. Returns the reservation id, which UserLicenses_ReleaseReservation takes. For someone who already has an account, use UserLicenses_AssignUserToLicense.
