GET/resourceTypes/{resourceTypeId}/composite-cost
Returns the rolled-up cost a composite's rate card shows in place of its own cost; refused for a type that
is not a composite. Each component's card is its pinned variant's, else its target type's default, and
rates are summed by state and period times the component quantity, with minimums and clocks not rolled up.
variantId is optional and without it no variant repoints apply; isPartial is true when a component has no
card or no rate at that state and period. Requires ResourceTypeDatabase.Read.
