Delete Provider Offering Rate Card

Permanently deletes one of the offering's cards with its rates and reset definitions. Nothing outside the offering points at an offering card, so the delete is never blocked. Deleting the default makes another of the offering's cards the default, or clears it when none remain. Needs the resource inventory edit permission.
