POST
/provider-offeringsCreates a provider offering and returns its id. collaboratorRecordId is the provider, from the Organization API's CollaboratorDatabase_GetCollaboratorRecords, and resourceTypeId is the type offered, from ResourceTypes_Get. Add its rate cards afterwards with Resources_AddProviderOfferingRateCard. Needs the resource inventory edit permission.
