POST
/rate-cards/{rateCardId}/ratesAdds a rate row: what one resource state costs and charges per period. A state can carry one time-based rate plus a flat fee, not two time-based rates. On a composite type's card, cost fields are ignored in pricing because cost rolls up from the components. The state id comes from ResourceTypes_GetResourceStates. Requires ResourceTypeDatabase.Edit.
