Add Provider Offering Rate Card

Creates an empty rate card owned by the provider offering and returns its id. Add its rates and reset definitions with the Organization API's ResourceTypes_AddRate and ResourceTypes_AddResetDefinition. The offering's first card becomes its default. Cards are created this way rather than associated, and the offering's create body no longer takes a rateCardId. Needs the resource inventory edit permission.
