/resourceTypes/{resourceTypeId}/attributes/{resourceAttributeId}/modifiersAdds a price modifier to a placed attribute whose pricing role is Modifier. A need or resource whose value matches value has its price adjusted, and modifiers are deleted with their placement. Requires ResourceTypeDatabase.Edit.
