Permanently deletes a rate card with its rates and reset definitions. This replaces the flat DELETE rate-cards/{rateCardId}.
The delete is refused while a variant or a resource links the card. The usage counts on Get Resource Type Rate Cards show what's in the way. The type's own default doesn't block it: deleting the default makes another of the type's cards the default, or clears it when none remain.
