Update Department Permissions
PUT /Departments/{departmentId}/permissions
PUT
/Departments/{departmentId}/permissionsReplaces the permissions a user holds on one department. Pass the full set to keep; anything omitted is removed. Needs organization admin on the owning organization. The user's department token is revoked.
