Assign Property To Section

Places an attribute in a section of a collaborator type, with whether it is required, whether the collaborator can see it, whether the collaborator can edit it, and its position. The attribute must exist and not be archived, and can be placed in a section once. Attribute ids come from CollaboratorDatabase_GetCollaboratorProperties; section ids from CollaboratorDatabase_GetCollaboratorType.
