Assign Crew Type Section Attribute

/crew/types/{typeId}/sections/{sectionId}/attributesPlaces a library attribute in a crew type section, with whether it is required, visible to the crew member and editable by them, and its position. crewAttributeId comes from Crew_GetCrewAttributes and must not be archived, and an attribute already in the section is refused. sectionId comes from Crew_GetCrewType. Needs CrewDatabase.Edit.
