Update Event Role Availability

Replaces the list of crew or collaborator records this role's occupant pickers offer. The whole list is replaced, and an empty list clears it so pickers offer the whole roster again. Existing occupants are not checked against the list and are never removed, and ids are not checked for existence, so an id that matches no record is never offered. Use crew ids (the Organization API's Crew_GetCrew) or collaborator record ids (CollaboratorDatabase_GetCollaboratorRecords) to match the role's filler kind. EventTypes_GetEventRoles returns the list as availability, and EventTypes_CreateEventRole accepts the same object. Requires organization admin. A role that is not in this organization is not found.
