Update Event Attribute Availability

Replaces the list of crew or collaborator records that this attribute's value pickers offer. Only Crew, MultiCrew, Collaborator and MultiCollaborator attributes can have a list; a non-empty list for any other type is rejected. An empty list clears it, so pickers offer the whole roster again. Values already stored on events are not checked against the list or changed, and ids are not checked for existence, so an id that matches no record is never offered. Crew ids come from the Organization API's Crew_GetCrew and collaborator record ids from CollaboratorDatabase_GetCollaboratorRecords. Requires organization admin. An attribute that is not in this organization is not found.
