POST /Imports/{importId}/execute
POST
/Imports/{importId}/executeCommits a planned import exactly as it was reviewed; no body is sent. Row failures are reported in the response with a 200, and the import is Completed even when some rows failed. Events created by import start as Draft. Only an import still Planned can run, so a second call answers 400. The importId comes from Imports_CreateImport. The permission belongs to the import target: EventAdmin on the event for proposalLineItems (event token), OrganizationAdmin for events (organization token).
