/procurements/{procurementId}/resources/{resourceId}Updates a need's quantity, area, collaborator, rate card, rule sets, owner and attribute values. attributeValues and ruleSetIds are full replacements, and clearOwner true clears the owner (an omitted owner is left as stored). A composite's quantity must be a whole number of at least 1. Returns the orders that got a new revision because the edit changed what an already sent order covers (empty when none).
