Update Extracted Line

Edits a line's description, quantity, prices and group, and can change its routing and match in the same call: kind (Resource or Expense), matchState (Confirmed, Overridden, Unmatched or ToCreate) with the need and proposed resource type and variant, and rateCardDecision (Accept or Decline). Omitted kind, matchState and rateCardDecision are left unchanged, and nothing is written to a rate card until commit. Setting kind Expense clears the line's resource match, so send it without a need or match in the same call. The system-added balance line (the unexplained residual) cannot be changed. Only while the extraction is Ready, Flagged or NoLineItems. Requires EventAdmin on the event.
