Set Proposal Status

Moves a proposal to another status. Allowed moves: Draft to Sent or Rejected; Sent to Draft, Accepted or Rejected; Accepted to Sent or Canceled; Paid to Accepted; Rejected to Draft; Canceled to Accepted. Paid cannot be set directly; it advances automatically once the proposal's invoices are settled. Accepting stamps the accepted date, and leaving Accepted, Paid and Canceled for another status clears it. Requires event admin permission.
