Push From Procurement
POST /Proposals/{proposalId}/push-from-procurement
/Proposals/{proposalId}/push-from-procurementBulk-creates proposal line items from a procurement's needs, pricing each from its rate card as a snapshot that later rate card edits do not change. Send procurementResourceIds to push a subset, or leave it empty for every need. Procurement groups are mirrored as line item groups unless lineItemGroupId is set, which puts every pushed line in that group. Needs already on this proposal, component needs and needs with no quantity are skipped, and the call fails when nothing is left to push. Returns no body; call Proposals_GetProposal to see the new lines. Procurement ids come from Procurements_GetProcurements. Refused while the proposal's price is locked: bill new scope with a change order, or move the proposal back to Sent. Requires event admin permission.
