GET
/Expenses/budget-linesLists the proposal line items an expense can be charged against, taken from the event's accepted or paid proposals, with each line's total cost, actual cost so far and whether it is over budget. Use a line's proposalLineItemId as the budget link in Expenses_CreateExpense or Expenses_UpdateExpense. Requires event admin.
