Delete Rate Card

Permanently deletes a rate card with its rates and reset definitions. Refused while anything points at the card: a variant, a resource, a need, a reservation or a fulfillment item; the usage counts on Resources_GetResourceTypeRateCards show what is in the way. The type's own default does not block it: deleting the default makes another of the type's cards the default, or clears it when none remain. Needs the event settings permission.
