Delete Proposal

Deletes a proposal with its line items, line item groups, adjustments and budget assignments; expenses charged to its lines stay but become unbudgeted. Refused when the proposal has been billed on a proposal invoice: remove its allocations first, or cancel the proposal instead. Requires event admin permission.
