Create Order From Procurement

Creates a Draft order pre-filled from a procurement and returns its id. Each need that is not yet fully ordered becomes a line for its remaining quantity only, and the procurement's groups become order groups; composite parent needs are skipped because their components are ordered. Name defaults to the procurement's name and source to External. Fails when every need is already fully ordered. The procurement id comes from Procurements_GetProcurements.
