/Proposals/change-order-from-procurement-resourceBills a procurement need nobody sold as a change order against an Accepted proposal, in one step: creates the change order in Draft with one line item priced from the need, linked to it and assigned to its budget, and returns the change order's id. The client is inherited from the parent; terms are inherited when omitted. The need stays flagged as unbilled until the client accepts the change order. Parent proposal ids come from Proposals_GetProposals and need ids from Procurements_GetProcurement. Requires event admin permission.
