Change Procurement Resource Type
PUT /procurements/{procurementId}/resources/{resourceId}/type
/procurements/{procurementId}/resources/{resourceId}/typeChanges a need's resource type in place, keeping its id, schedule blocks and history; every clone of the need changes with it. Refused while the need or any of its clones has a live reservation, an order line or a received fulfillment item, so release or remove those first. The new type must be the same kind (asset or crew), and composites and composite components cannot change type. Values for attributes the new type also places carry over and the rest are deleted; a rate card override the new type does not own is cleared; the owning department becomes the new type's default, replacing any owner set by hand. Planned states are re-derived from the new type's default rule sets when the need has none of its own. Sending the need's current type changes nothing and re-derives its planned states. Moving to a scheduled type is refused while advance requests are attached to the need itself. Returns the ids of every need that changed (the need and its clones).
