Auto Assign Budget

Creates the Auto budget assignments the procurement trail implies: each billed need to its line, and each order whose lines all trace to needs on one line to that line. Safe to re-run; it never overwrites or removes an existing assignment, so hand re-points stay. Returns the ids created and the orders skipped because they span needs on two or more lines (split such an order, then run this again). Requires event admin permission.
