Add Reset Definition

Adds a clock to a rate card that its rates and minimums can reset on, and returns its id. resetType is ScheduleGap, BlockType (with blockTypeId) or CalendarPeriod (with period Day, Week or Month and periodStartDay); minDuration with durationUnit (Hours, Minutes or Days) gives the minimum gap or block length. A blockTypeId comes from Resources_GetScheduleBlockTypes. Needs the event settings permission.
