Add Reservation

Assigns someone to a slot and returns the new reservation id. Send exactly one of procurementResourceId (a need, from Coverage_GetCoverage, which makes a planning reservation) or fulfillmentItemId (a received item, from Fulfillment_GetFulfillment). Only crew or serialized resource types take reservations. Name who fills it with resourceId from Resources_GetResources, or with orgResourceId (never both) to pull an organization resource onto the event; leave both out to hold an unnamed slot. Status defaults to Planned. A blank settlement takes the named resource's own settlement, else Invoiceable for an item from an External order, else OwnedCost.
