POST
/rate-cards/{rateCardId}/ratesAdds a rate row to a card: what one resource state (resourceStateId, from Resources_GetResourceStates) costs and charges per period (Hour, Day, Week, Month or Flat). Refused for a duplicate state and period, or a resetDefinitionId from another card. On a composite type's card, cost fields are ignored in pricing because cost rolls up from the components. Needs the event settings permission.
