POST/procurements/{id}/resources
Adds a need to a procurement. Required Variant-role attribute values must be present. Resource type ids
come from Resources_Get, area ids from Events_GetAreas, collaborator ids from Events_GetCollaborators and
group ids from Procurements_GetProcurement. If owner is omitted it is seeded from the type's defaultOwner.
A resource type whose trackingType is Composite fans out: the response carries the composite parent plus
one component need per slot, each with the parent's quantity times the slot's quantity and no schedule
blocks; rateCardId and ruleSetIds apply to the parent only, and a composite's quantity must be a whole
number of at least 1.
