Add Line Item From Resource

Adds a line item priced from a procurement need. With procurementResourceId it links that existing need; without it, a need is created from resourceTypeId and quantity. The line's name defaults to the resource type's name. A component need cannot be billed, bill its composite instead. Procurement ids come from Procurements_GetProcurements and resource type ids from Resources_Get. Returns no body; read the new line from Proposals_GetProposal. Refused while the proposal's price is locked (status Accepted, Paid or Canceled). Requires event admin permission.
