POST
/Proposals/{proposalId}/lineItemsAdds a free-form line item with a quantity, unit cost and unit charge, optionally inside a group. Returns no body; read the new line's id from Proposals_GetProposal. To bill a procurement need, use Proposals_AddLineItemFromResource or Proposals_PushFromProcurement instead. Refused while the proposal's price is locked (status Accepted, Paid or Canceled). Requires event admin permission.
