Add Adjustment

Adds an adjustment column (appliesTo Cost or Charge, method Add or Multiply) with a default value that applies to every line. For Add the value is a signed amount; for Multiply it is the factor (1.0825 adds 8.25 percent, 0.90 takes 10 percent off). A cost-side Add must keep a default of 0 and is set per line with Proposals_SetAdjustmentOverride. Only charge-side adjustments can be hidden from the client. Returns no body; read the new adjustment's id from Proposals_GetProposal. Refused while the proposal's price is locked (status Accepted, Paid or Canceled). Requires event admin permission.
