Set Event Role Tracking Config

Replaces an event role slot's own settings: whether it is required (required roles must be filled to create the event), whether its completion is tracked as a task, and its due date. Every field is authoritative, so a null or omitted field goes back to the event type's default. Changing an effective setting runs the type's matching effects. Needs event settings permission, or an organization token for an admin of the owning organization. The slot id comes from Events_GetEventRoles.
