Save Intake Answers

Saves answers to the event type's intake form on a draft event, so the create-event steps can be resumed. Answers are set per question; an answer saved against a previous type's form is replaced. Fails once the event is active, when Events_UpdateIntakeAnswers applies, and when the type has no intake form or a question is not on its form. Uses an organization token. The question ids come from Events_GetIntakeSubmission.
