The rolled-up cost a composite's rate card shows in place of its own cost (R7). Each component's card is its pinned variant's, else its target type's default. Rates are summed by state and period, times the component quantity. Minimums and clocks aren't rolled up. variantId is optional; without it the base variant applies.

EventBasicAccess permission on the event.Response
200 OK with { rows: [{ resourceStateId, period, costFixed, costVariable, isPartial }], missing: [{ componentId, label }] }. isPartial is true when a component has no card or no rate at that state and period.
Error Codes
