Add Collaborator Advance

/Collaborators/{collaboratorId}/advancesCreates an advance for a collaborator, optionally seeded with the modules of an advance template (from AdvanceTemplates_Get) and scoped to an area and/or activity (omit both for event-wide), and returns the new advance id. If any seeded module is task tracked, an AdvanceTaskStatusMapping must already exist (Advances_UpsertAdvanceTaskStatusMapping) or the call fails. Needs collaborator admin rights.
