PUT/licenses/{licenseId}
Changes a license's seat count. Consent (disclosureVersion and the verbatim disclosedTerms, as for
Licenses_AddLicense) is required only when seats increase. Requires OrganizationAdmin and an Idempotency-Key
header. The license id comes from Licenses_GetLicenses; preview the cost first with
Licenses_PreviewLicenseChange. The outcome is Applied, or PaymentActionRequired when Stripe could not take the
payment: the seats do not change until the invoice is paid, so send the buyer to hostedInvoiceUrl or have them
update the payment method. A declined card returns 402 with a declineCode.
