PUT
/usage/ai/policySets the AI credits policy to HardStop or Overage. consent (disclosureVersion and the verbatim disclosedTerms the admin saw) is required only when switching from HardStop to Overage; it is saved as a UsageOverage consent before the policy changes. Returns 400 for an unknown policy, a trialing org (trials are always HardStop), Overage without valid consent, or no AI credits price configured. Requires OrganizationAdmin.
