POST/licenses
Adds a product to the organization's existing core subscription, or raises its seats when the product is already
on it. Requires OrganizationAdmin, an Idempotency-Key header and consent: disclosureVersion is the version of
the disclosure copy the client showed and disclosedTerms is that text exactly as the buyer saw it; both are
stored as a write-once record. The product id comes from Billing_GetProducts; preview the cost first with
Licenses_PreviewLicenseChange. The outcome is Applied, or PaymentActionRequired when Stripe could not take
the payment (a decline or a 3D Secure step): nothing changes until the invoice is paid, so send the buyer to
hostedInvoiceUrl or have them update the payment method. A declined card returns 402 with a declineCode.
